China Proposes Joint AI Application Center with SCO Countries

Beijing has proposed the establishment of a joint artificial intelligence application center with member states of the Shanghai Cooperation Organisation (SCO). The Italian news agency Agenzia Nova reported this on May 30, 2025, citing official Chinese statements. China's proposal aims to deepen multilateral cooperation in the rapidly advancing and strategically important field of artificial intelligence. The plan involves a comprehensive approach, including several key areas: firstly, organizing joint programs for training and developing highly skilled AI specialists, intended to bolster human capital and knowledge sharing among SCO countries. Secondly, emphasis is placed on strengthening industrial cooperation, stimulating joint research and development (R&D) activities, and facilitating AI technology transfer among member nations. Thirdly, an important part of the initiative is the expansion of the use and joint development of common AI services and open-source platforms, designed to ensure greater technological accessibility and help establish unified or compatible standards within the SCO. This initiative is viewed by analysts as part of China's broader strategy to strengthen its technological leadership and influence, as well as an effort to form alternative technology partnerships to Western-centric alliances. The proposal is expected to be discussed in detail at upcoming SCO summits and working group meetings.
